we are facing the same issue here in Doha too. most of the casuals are not groomed at all. the training part - most of them dont know what it is. we hire casuals one day or two day prior to the event and train them to hold a tray or clear table et al... and when it comes to cost some of them ask for a fortune because the requirement is always on a short notice and a short period where they take advantage.

What you call casual staff I call "agency waiters". They are hired from an outside agency that usually just roams the streets looking for a warm body to put on a tuxedo and then call them a waiter. They're usually terrible and couldn't care less about the property they are working at, only to get a days pay. From the Banquet Manager

It's a problem that will also apply to permanent staff with so many hotels being built quicker than it takes to train proper staff. The hotel industry has a pretty high turnover of staff in general but with all these new resorts popping up all over the place it will make it much worse in years to come, more so if Hotel workers find it expensive to live and find accommodation....they'll soon move on and all you'll be left with is a constant stream of undertrained staff.

Dear Colleges, We have all experienced -poor inexperienced and un motivated staff for parties and events. From weddings to corporate functions. I have over 25 years experience within the Hospitality industry (UK) from canap?s parties to Butler service, and from BBQ`s to Royal events. I am now working in Dubai for a large company as an operations manager that supplies staff to various properties as Stewards and Housekeepers. We have had numerous enquiries for casual staff for parties and events on a day to day basis. This is something that we would like to look into to offer a service to the hospitality industry. As we have the support and training facilities .The information that we are looking for is, the supply and demand of the hospitality industry in Dubai. To what level of experience and training needed for various locations. Also what is the feasibility to offering this service? As we would have to have a minimum amount of hours per month, requisitions from the hospitality industry to cover costs and overheads. I would be interested to find out more about what the hoteliers need and how they are solving the issue right now. I am looking into starting an agency and would supply trained hospitality staff. I have worked in the events industry here and really struggled to find quality staff.....I am from Hospitality and Training Background.
