Wow - If 1 - 3 years is the punishment for what is frankly tantamount to 'attempted murder', then looks we're going to have a real crime spate in this region. What about having some serious deterrent punishment for these crimes? I'd go 20 years with a bit of time off for good behavior - anything less is an invitation to those so-inclined to follow a more violent path. Gross miscarriage of justice for the inspector in my view!
