It's a good move.. like.. better late than never!! Indian tourists have good potential now to spend on travelling. I was travelling to Qatar / Bahrain / Kuwait with my Kenyan coffee beans Principals and wanted to visit Jordan as good market there. If this news were 2 days earlier sure wud have gone..!!

What will be the consequence he wants to face when an Indian entered into Jordan with a visiting Visa [2 weeks or 3 months] and work without work permit [job Visa]?

They might be targeting tourists but their airport authorities didn't get the memo! They were extremely rude even though we had complete hotel and airline reservation proofs. They made it a point to reiterate at every counter that we cannot stay for more than 1 week. Some even used abusive language when talking to each other about us (words were what we were familiar with). Horrible experience while entering and leaving.
