The Nakheel Mall and Hotel complex is to be built at the heart of The Palm, at the northern end of the island's trunk.
Dubai developer Nakheel is to issue a tender for the construction of the AED2.5bn (US $680m) Nakheel Mall project on the man-made Palm Jumeirah, that will eventually include a 50-storey hotel.
The 418,000 square metre retail, dining and entertainment complex will be built at the heart of The Palm, at the northern end of the island's trunk.
Ground preparation and piling work on site have already begun and construction is due to start by the end of this year.

The Nakheel Mall and Hotel complex, which is due to open in 2016, will also include a five-star, 50-storey hotel, which will be tendered separately at a later date.
The complex will include five retail levels with more than 100,000 square metres of shop space, three basement parking levels with around 4,000 parking bays, a 1,000 square metre indoor garden and a 180 metre high viewing deck offering views of Palm Jumeirah and the Dubai skyline.
The retail elements will include 200 shops, a 4,200 square metre supermarket, two anchor department stores, a nine-screen cinema and six medical clinics. There will also be a roof plaza with restaurants and cafes as well as a host of eateries inside.
Last month, Nakheel has floated a $680m tender for piling works on the mall.
In February Nakheel said it had received interest from "global and international" retail operators on taking space within the mall. It is due to be completed in 2016.
